Personal parcels need very little. Commercial garment exports need a specific, non-negotiable set.
Registration details are published by the Directorate General of Foreign Trade, which issues the IEC.
Getting the HSN code right
Classification sits across two chapters, and the wrong one is a routine cause of query at destination.
Chapter 61 — knitted and crocheted garments

Chapter 62 — woven garments

The LUT that saves you working capital
Exporters file a Letter of Undertaking via Form GST RFD-11 each financial year. It costs nothing, runs until 31 March of the following year, and lets you export without paying IGST upfront.

New vs Used Garments: The Distinction Customs Cares About
Sending your own worn clothes is normal and legal. Describing them as new is what causes trouble.
Used clothing is classified under HS 6309.00 and scrutinised more closely than new apparel, on hygiene and trade-protection grounds. Declaring worn effects honestly usually clears faster, not slower.
Where used clothing is restricted or banned
Rwanda, Tanzania, Uganda and Kenya have phased in bans or punitive tariffs on second-hand garments to protect domestic textile industries. The Philippines and Pakistan apply tight controls, and India itself restricts second-hand clothing imports.

Packing Garments: Folded, Rolled or Vacuum-Packed?
Here you either save a third of your bill or permanently damage a silk saree. The answer depends entirely on the fabric.
Compression bags cut garment volume by as much as 70%, and because clothing bills on volumetric weight that is a direct saving — but only for the right fabrics.

Never compress a silk or zari saree to save volumetric weight. The saving is a few hundred rupees; the damage is permanent and the garment often irreplaceable.

Courier Charges for Garments and Why Volume Beats Weight
Clothing is light and bulky — exactly the profile courier pricing penalises.
Your bill takes whichever is greater: actual weight, or volumetric weight at length × width × height ÷ 5000. For garments the volumetric figure almost always wins, so a 6 kg carton can bill at 14 kg.
That explains most of what looks like an inflated quote, and it is the lever you control: a right-sized carton with no wasted air cuts a garment bill further than any negotiation.

Destination notes
Customs, Duty and Delivery Timelines by Country
Garments are freely importable almost everywhere. Duty treatment and documentation expectations are what differ.
Elsewhere the pattern is predictable. Britain and the EU charge import VAT on top of duty, so boutique exporters shipping into the UK, Germany or France should quote buyers on a landed-cost basis rather than an ex-works price. Canada adds provincial tax to duty, and winter clothing for students dominates that lane around semester start.
The Gulf and South-East Asia are the simplest routes we run. Parcels to the UAE, Singapore and Malaysia usually clear within a working day of arrival, provided the invoice describes the garments accurately.
The USA change every garment sender should know
The United States ended duty-free de minimis treatment on 29 August 2025 under Executive Order 14324. Parcels under $800 that once entered duty-free now attract duties and tariffs, including from India. A modest parcel to a relative can carry a duty bill it would not have a year ago, so declare accurately and warn your recipient.
